Luke 24:49 NKJV - "Behold, I send the Promise of My Father upon you; but tarry in the city of Jerusalem until you are endued with power from on high."
Acts 1:4 NKJV - And being assembled together with them, He commanded them not to depart from Jerusalem, but to wait for the Promise of the Father, "which," He said, "you have heard from Me;
Mark 16:7 NKJV - "But go, tell His disciples--and Peter--that He is going before you into Galilee; there you will see Him, as He said to you."

Both Luke 24:49 and Mark 16:17 have the same meaning. How?
Luke 24:49, “Behold, I send the promise of My Father upon you; but tarry in the city of Jerusalem until you are endued with power from on high.” In this sentence, the Lord told this to those, who are outside of Jerusalem. The Acts of the Apostle 1:4, “He commanded them not to depart from Jerusalem, but to wait for the promise of the Father”, in this sentence, the Lord told those, who were in the residence of Jerusalem. So, above said left side two sentences are same. There is no contradiction to each other.
Mark 16:7, “But go and tell His disciples - and Peter - that he is going before you into Galilee; there you will see Him, as He said to you”. So Matthew 28:16, “Then the eleven disciples went away into Galilee”. So, these two verses are also same.
According to the Mark 16:1-7, when Mary Magdalene, Mary the mother of James and Salome bought spices, that they might come and anoint Him, the angel of the Lord appeared to them, said, “He is risen!” But go and tell His disciples and Peter – that He is going before you into Galilee, there you will see Him. According to these words, the eleven disciples went away into Galilee, to the mountain which Jesus had appointed for them. Refer Matthew 28:16.
Mark 16:1-7 and Matt 28:16 are referring to the incidents happened immediately after His resurrection.
Thereafter, the Lord Christ, who was risen from the grave, appeared to the disciple, who were outside the Jerusalem and said in Luke24:49 , “Behold, I send the promise of My Father upon you, but tarry in the city of Jerusalem until you are endued with power from on high”. Again the Lord Christ appeared to the disciple, who were in Jerusalem and said in the Acts of the Apostle 1:4, “He commanded them not to depart from Jerusalem, but to wait for the promise of the Father”.
In this city Jerusalem they were filled with the Holy Spirit and began to speak tongues in the Acts of the Apostles 2:4.
This incident happened just before the Lord Christ was the carried up unto heaven and ended on the day of Pentecost (after the Lord Christ was the carried up unto heaven)
