1 Corinthians 14:33 NKJV - "For God is not the author of confusion but of peace, as in all the churches of the saints."
Isaiah 45:7 NKJV - "I form the light and create darkness, I make peace and create calamity; I, the LORD, do all these things.'"
Judges 9:23 NKJV - "God sent a spirit of ill will between Abimelech and the men of Shechem; and the men of Shechem dealt treacherously with Abimelech"
1 Samuel 16:14 NKJV - "But the Spirit of the LORD departed from Saul, and a distressing spirit from the LORD troubled him."
2 Thessalonians 2:11 NKJV - "And for this reason God will send them strong delusion, that they should believe the lie"
Answer:
If we read 1 Corinthians 14:33 completely, there is answer for this question. “For God is not the author of confusion but of peace, as in all the churches of the saints”. Are not the W.P.Ball, G.W.Foote, John Bowden, Richard M.Smith and others, who made the divine sentences in the Holy Bible two parts and confuse the Christians by mocking at the divinity? Are not they false atheists? But, who is the real atheist? What is the meaning in atheism? I will give about this matter in next book.
1 Corinthians 14:34-35, “Let your women keep silent in the churches, for they are not permitted to speak; but they are to be submissive, as the law also says. And if they want to learn something let them ask their own husbands at home”. From this, we must grasp thatthere is no permission to talk about the worldly concoct stories and worldly matters in the church. 1 Corinthians14:26-31, “Whenever you come together, each of you has psalm, has a teaching, has a tongue, has a revelation, has an interpretation”. Is there any God, who confuses the people who are the strict disciplinarians in divine fear according to 1 Corinthians 14:26-31?
When the confusion is necessity in that place it could be made the confusion. The confusion means disturbance; the confusion has the harm; it is the ill-wisher to everyone.

But, where did the Lord God confuse?  When He gave ordinance to Jonah to teach the city of Nineveh, while he journeyed to another city by neglecting the divine command, the Lord God confused them and created a great tempest on the sea and made Jonah to live in the belly of a great fish 3 days and nights. The Lord Jesus also confused the disciples and created a tempest on the sea to test the faith of His disciples and saved them.
